Enhancing Uganda’s E-Learning System for Students and Teachers : Completion Note
Overview & Synopsis
The Government of Uganda is implementing a Ten-Fold Growth Strategy aimed at expanding the economy from 50 billion dollar to 500 billion dollar by 2040, with ICT positioned as a central enabler across priority sectors, including education. Uganda’s commitment to digital transformation is embedded within its broader national development agenda through the Fourth National Development Plan (NDPIV). Education in Uganda is a critical driver of employment opportunities and national productivity, equipping individuals with the skills needed to thrive in an evolving job market and contribute to the country’s economic growth. Uganda experienced the world’s longest school closure during the COVID-19 pandemic, resulting in significant disruptions to teaching and learning. In response, the Ministry of Education and Sports (MoES) developed an emergency e-learning system built on open-source technologies to support continuity of learning at various education levels. As Uganda implements the Uganda Learning Acceleration Program (ULEARN), supported by the World Bank and the Global Partnership for Education, strengthening hybrid delivery systems, including the MoES Learning Management System (LMS), has become a strategic priority. However, no formal evaluation had been conducted to assess the effectiveness, functionality, or lessons from the COVID-19 LMS deployment. An Assessment of Key Learning Management Systems Utilized in Uganda’s Education Sector was therefore undertaken to evaluate the capacity of the existing MoES LMS, identify key features required for a robust national hybrid LMS, and provide strategic recommendations to guide its implementation.
