Overview & Synopsis
This report examines how Liberia can strengthen its national cybersecurity capabilities through public-private partnerships (PPPs) and market-based regulatory incentives. It assesses the country's cybersecurity readiness, identifies policy, legal, institutional, and capacity gaps, and analyzes international best practices from countries including Togo, Austria, the United Arab Emirates, Brunei, Ghana, and the United States. The report evaluates Liberia’s enabling environment for cybersecurity PPPs, maps public and private sector stakeholders, and explores partnership models such as structured PPPs, industry-led collaborations, outsourced cybersecurity services, and incentive-based regulatory measures. Based on the findings, the report provides practical recommendations for developing sustainable cybersecurity capabilities, strengthening governance and legislation, building local cybersecurity markets, leveraging private sector expertise, and enhancing national cyber resilience in support of Liberia’s digital transformation agenda.
