Mexico - Sustainable Productive Landscapes Project
Overview & Synopsis
Ratings of the Mexico: Sustainable Productive Landscapes Project for Mexico were as follows: outcome was satisfactory; Bank performance was satisfactory; M&E quality was substantial. Lessons learned emphasize that multi-level institutional coordination is indispensable to align conservation and rural development goals, but sustaining platforms after project support is challenging; therefore, future operations should embed formal multi-agency coordination arrangements from the outset, assign clear roles and resources that endure beyond the project period, secure political commitment across government transitions, and institutionalize territorial platforms within existing rural programs. The experience with the partial credit guarantee shows that such instruments alone do not overcome structural barriers to rural financial inclusion—collateral demands, product misfit for small producers, weak physical or digital proximity of lenders, high interest rates, informality, and gender bias—so future designs should start with a preparation-stage assessment of financial-service coverage and product fit, engage intermediary channels close to target territories, include regulated non-bank financial institutions such as cooperatives and credit unions, and sequence guarantees after early-stage grants, sustained technical assistance, business planning, market access support, and producer formalization (bank accounts, accounting records, legal documentation); participation conditions for intermediaries should promote gender-inclusive practices, while monitoring should track who is reached, affordability, value chains financed, and the durability of investments. Finally, administrative simplicity and incentive alignment matter: even modest additional requirements reduced financial intermediary uptake; thus, future guarantee schemes should minimize administrative barriers, align operational requirements with established practices, clearly communicate any added procedures, streamline onboarding, and maintain consistency with familiar products to encourage broader participation and maximize development impact.
