China - Pathways for Decarbonizing Transport towards Carbon Neutrality in China Project

Overview & Synopsis

The development objective of Pathways for Decarbonizing Transport towards Carbon Neutrality in China Project is to establish national and sub-national roadmaps, enhance the policy framework, and pilot emerging technologies in selected provinces, to decarbonize transport towards carbon neutrality. This project has five components. The first component, National Roadmap and Policy Framework towards Carbon Neutrality, has the following sub-components: Develop a roadmap for transport decarbonization; Develop a set of national policies and technical standards for transport decarbonization; and develop accounting and evaluation framework for transport emissions. The second component, Pilot Implementation towards Transport Carbon Peaking and Neutrality in Selected Provinces through Technical Assistance, has the following sub-components: Support Shandong province in decarbonizing transport; Support Henan Province in decarbonizing transport; and Support Jiangsu province in decarbonizing transport. The third component, Capacity Building, will finance knowledge exchange, workshops, trainings, reports, technical guides, and multimedia presentations on decarbonization strategies, policies and technologies, based on the findings from the pilots and technical assistance. This fourth component, Project Management and Monitoring and Evaluation, will support one national Project Management Office (PMO) and three local PMOs to (i) carry out day-to-day management of the Project, including procurement, financial management, environmental and social management; and (ii) monitor and evaluate (M&E) the different parts of the Project, including quality control of project outputs and M&E of GHG emission reduction of pilot projects, and produce regular monitoring reports, Mid-term Review (MTR) review report, and Implementation Completion and Results (ICR) report at the end of the Project.
