Overview & Synopsis

The objective of the Community Resilience Project: Pagkilos for Philippines is to strengthen community capacities for participatory resilience planning and increase access to resilient investments in vulnerable areas. There are four components to the project, the first component being community grants for resilient planning and investment (community resilience). This component will strengthen communities’ awareness of their risks and vulnerabilities to climate hazards and provide options to strengthen their resilience. This component includes two subcomponents: integrated participatory planning for resilience and resilience investments. The second component is the institutional support for local resilience. This component will finance (a) the capacity building of LGUs, national and subnational project staff, and key partner agencies; (b) the establishment of a resilience knowledge platform to make relevant data and resources available to municipalities and communities; and (c) technical support for implementing and managing the community subprojects. The third component is project monitoring, evaluation, and management. This component will include: (a) project management and operating costs of the National Project management Office (NPMO) and Regional Project Management Offices (RPMOs) at the national and regional levels; (b) M&E, including both quantitative and qualitative monitoring, community-based monitoring, and the project information management system; (c) DSWD staff on-boarding and capacity building on project management, monitoring, and reporting; and (d) consulting services for an impact evaluation. The NCDDP grievance redress mechanism (GRM) will be continued under this component. Finally, the fourth component is the contingent emergency response component. This zero-cost component will allow the GoP to quickly access and reallocate uncommitted project funds in response to an eligible disaster or emergency (including public health-related emergencies).
