Uganda - Competitiveness and Enterprise Development Project
Overview & Synopsis
Ratings for the Competitiveness and Enterprise Development Project for Uganda were as follows: outcomes were satisfactory, the Bank performance was satisfactory, and the monitoring and evaluation quality was substantial. Some lessons learned included: one of the key challenges in the SLAAC program was the gap between demarcated parcels and titles issued, caused in part by delayed feasibility studies, underestimated follow-up logistics, and limited district-level capacity. A stronger project design could have anticipated these bottlenecks by frontloading feasibility assessments, clarifying regulatory procedures for mass titling, and securing dedicated operational funding for issuance. Broader legal mandates and institutional incentives, such as simplified validation protocols and reduced ancillary costs, could have improved claimant follow-through. These design level improvements are critical for future land formalization efforts to translate physical demarcation into secure tenure. : Implementing a multicomponent project like CEDP highlighted the need for robust coordination mechanisms and strategic integration of components whose interrelationships have high pay offs. For example, improving the security of land tenure will contribute to the growth of a more economically and socially sustainable tourism industry and for that reason, clarifying property rights under the SLAAC component and setting up governance rules that promote transparency and equity in access to opportunities could be important components to address to enable acquisition of land for tourism related investments. Challenges arose from overlapping mandates, varied readiness levels among implementing agencies, and the absence of unified systems for data sharing and monitoring. Future complex operations should ensure upfront agreements on institutional roles, deploy shared digital platforms or interfaces, and build joint accountability frameworks to enhance coherence, efficiency, interoperability, and learning across components.
