Overview & Synopsis

Ratings of the Sustainable Agriculture Productivity Improvement Project for Timor-Leste were as follows: outcome was moderately satisfactory, Bank performance was satisfactory, and monitoring and evaluation quality was substantial. Organizing smallholders into farmer groups was effective for reaching scale and delivering training, inputs, and aggregation services, but it was not sufficient on its own to sustain transformation; incentives beyond membership are needed, and the Office of the Secretary of State for Cooperatives should integrate these groups into the cooperative system and support them with financial access and capacity-building to enhance formality and long-term sustainability. Simplicity and robustness in project design are critical in low-capacity, fragile environments; future operations should align ambition with institutional capacity, explicitly incorporate political economy risks, and include safeguard mechanisms that maintain implementation continuity despite shifts in government priorities. Frequent institutional changes and weak implementation capacity materially affect outcomes; project designs should anticipate turnover in ministers and Project Management Unit staff, streamline approval processes to avoid delays in disbursement, and budget for targeted technical assistance to fill capacity gaps; further, watershed management councils established by projects require stronger institutional anchoring, so integrated watershed management functions should be embedded in existing subnational government structures to ensure ownership and continuity beyond project life. Participatory extension approaches, particularly farmer-to-farmer peer learning and the use of lead farmers, proved efficient and context-appropriate and should remain central features in future operations that promote community-driven development and nutrition- and climate-sensitive agriculture.
