Bolivia - Road Sector Capacity Development Project
Overview & Synopsis
Ratings for the Road Sector Capacity Development Project for Bolivia were as follows: outcome and Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was modest. Some lessons learned included: lessons from CREMA contracts in Brazil and Paraguay are being reviewed to inform updated standard bidding documents and improve the performance and sustainability of future Contracts for Rehabilitation and Achievement of Standards (CReCE) contracts in Bolivia. All Disbursement-Linked Indicators (DLI)-linked activities under Component A were completed, while activities not linked to DLIs, such as those related to contract and procurement management, lagged. In the Project, high staff turnover underscored the need for formal handover protocols, stability of technical staff, and continuous training to retain institutional knowledge. With over 560 km rehabilitated and maintained, the model exceeded performance targets. Its five-yearsβ service-level requirement ensured road quality and closed the gap between rehabilitation and maintenance, reducing early pavement deterioration.
