Overview & Synopsis

Any labor reform in ports should aim at ensuring a fair, secure, and rewarding work environment. This includes stable and fulfilling employment with reasonable incomes, supported by decent and safe working conditions, and comprehensive social security and pension provisions. To move in that direction, access to education and vocational training is critical, along with a commitment to health, safety, and environmental standards. Port workers also value having a voice in decision-making, as well as freedom from discrimination. A corruption- and coercion-free workplace is vital for fostering trust and integrity across port operations. Port labor reform is needed to address a diversity of needs, including optimizing gang sizes, job descriptions, working schedules, and overtime allocations. There are also issues of workplace culture, insufficient training and retraining opportunities, a lack of clear productivity objectives, and inadequate occupational health and safety procedures. Hiring port labor exclusively through unions further contributes to inefficiencies. Addressing these elements is essential to establish a more effective and adaptable port workforce. The design of a port labor rationalization plan and program represents one of the most important phases of a port reform process. To be designed adequately, the plan (and associated programs) must be based on detailed, reliable information on the port enterprise, the workforce, local markets, and when and by whom it is implemented. This module reviews viable alternatives to dismissals and staff retrenchment programs, and highlights the lessons learned from previous government labor rationalization programs.
