Global Regulations, Institutional Development, and Market Authorities Perspective Toolkit (GRIDMAP) : Data Markets Module
Overview & Synopsis
The World Bank’s GRIDMAP —the Global Regulations, Institutional Development, and Market Authorities Perspective Toolkit— provides a minimum package of policies —based on comparative empirical research—to help emerging markets become trustworthy, safe, and competitive. This report summarizes the GRIDMAP module focused on Data Markets, following an earlier module on consumer protection policies (World Bank, 2024). It describes the reasons for developing the module, its methodology, and its key empirical findings and recommendations based on the first wave of data collection from 52 countries. Detailed findings appear in the accompanying annexes that can be downloaded separately. The GRIDMAP-DM Module aims to establish trusted data markets that enable private sector innovation and growth, while ensuring personal data is safeguarded. Each module of GRIDMAP covers three pillars that set out a Minimum Package for the legal framework (Pillar 1), the institutional arrangements (Pillar 2), and implementation and enforcement (Pillar 3). The content of the Minimum Package for each Pillar is based on World Bank experience and recognized international and regional good practices.
