From Data to Action : Clarifying Stakeholder Responsibilities in Adaptive Social Protection
Overview & Synopsis
Adaptive Social Protection (ASP) is a data-intensive approach within the broader field of social protection, aimed at enhancing systems to build resilience among poor and vulnerable households before, during, and after large covariate shocks. It emphasizes the need for social protection systems to remain flexible and responsive to evolving priorities. The “data and information” pillar, closely tied to “partnership and institutional arrangements,” has seen the least progress in the World Bank’s ASP portfolio over the past decade. This note supports World Bank teams and government counterparts in leveraging multi-sectoral data across the ASP agenda, with a focus on climate-related shocks. It introduces a global theoretical framework, detailing each of its functions, and applies it to a case study on heatwaves in Uzbekistan. The findings are summarized in a companion piece designed to assist the Uzbekistan National Agency for Social Protection (NASP) in navigating the Data Pillar and institutional arrangements as it begins adapting its social protection system.
