Ukraine - Supporting Reconstruction Through Smart Fiscal Governance (SURGE) Program for Results : Additional Financing

Overview & Synopsis

The development objective of the Supporting Reconstruction Through Smart Fiscal Governance (SURGE) Program for Results for Ukraine is to establish the institutional foundations for implementation and financing of climate-smart recovery and reconstruction. The Program supports institutional reforms across four results areas (RAs). These are: (i) strengthening public investment management (PIM), including integration of recovery-related investments into planning and budgeting systems; (ii) strengthening local public financial management (PFM) systems; (iii) enhancing fiscal governance, including intergovernmental fiscal relations and budget transparency; and (iv) modernizing revenue administration. The additional financing (AF) will co-finance Program expenditures associated with disbursement linked result (DLRs) expected to be achieved between July and December 2025. The AF partially closes the gap and supports the financing of results already embedded in the Program.
