Kazakhstan - Climate Responsive Public Financial Management Framework (PEFA Climate) : Supplementary Framework
Overview & Synopsis
Kazakhstan has embarked on a wide-ranging PFM reform program, including the development of a new Budget Code, which became effective on January 1, 2025. The 2025 Central Government PEFA assessment was conducted to capture progress in PFM compared with the previous PEFA assessment in 2018. Both PEFAs followed the 2016 methodology. The 2025 Central Government PEFA is expected to serve as the basis for updating the countryโs PFM reform strategy and any subsequent action plan. The government has introduced some climate-related policy initiatives, which are assessed by the Climate PEFA. The Climate PEFA was conducted, for the first time in Kazakhstan, alongside the Central Government PEFA. It aims to assess climate-related policies in terms of the PFM arrangements under which they are executed. As the implementation of the new policies is not yet fully complete, and climate tagging expenditure has not been introduced, it is a critical input to support the implementation process and identify the required actions towards fully incorporating climate into the PFM system.
