The Government of Uganda (GoU) is implementing a Ten-Fold Growth Strategy, which seeks to expand the economy from $ 50 billion to 500 billion dollar by investing in strategic sectors, including Agriculture, Tourism, Minerals (including oil and gas), and Science, Technology, and Innovation (STI) . The strategy is being implemented via a five-year rolling national development plan, with the Fourth National Development Plan (NDP IV) being the first. The growth strategy seeks to double GDP roughly every five years, with per capita income reaching approximately 7,000 dollar by 2040, up from 1,046 dollar in 2024. Uganda has placed ICT at the center of the Ten-Fold Growth Strategy as a critical enabler of various sectors and thus, the country continues to promote the integration of digital technologies in various sectors, especially finance, public administration, education, health, and agriculture, among others.
