The EdTech Readiness Index
Overview & Synopsis
This presentation outlines the EdTech Index (ETRI) 2.0, a global diagnostic developed by the World Bank, in partnership with the Mastercard Foundation, to assess countries’ capacity to integrate educational technology into primary and secondary education. ETRI 2.0 provides a standardized framework for benchmarking readiness, identifying system strengths and gaps, and informing evidence-based policies and investments. The framework measures six pillars, School Management, Teachers, Students, Devices, Connectivity, and Digital Resources, using a mixed-methods approach that combines policy surveys with ICT stakeholders, school surveys of principals and teachers, and a new student survey. This design captures both de jure policy environments and de facto practices, including updated indicators for hybrid learning. Initial results show a persistent gap between articulated EdTech policies and classroom implementation. While improvements are observed in strategic planning and management, significant weaknesses remain in digital infrastructure, teacher professional development, and pedagogical integration of ICT. The presentation concludes that operationalizing EdTech strategies requires clear implementation roadmaps, practical training for teachers, equitable access to quality digital resources, and strengthened technical support. Addressing these areas is essential to bridge the policy–practice divide and realize technology’s potential to improve learning outcomes.
