Botswana - Second Programmatic Economic Resilience and Green Recovery Development Policy Loan Project
Overview & Synopsis
Ratings of the Botswana Programmatic Economic Resilience and Green Recovery Development Policy Loan II for Botswana were as follows: overall outcome was moderately satisfactory; relevance of prior actions was moderately satisfactory; achievement of objectives (efficacy) was moderately satisfactory; Bank performance was moderately satisfactory. Key lessons learned were that limited prior policy dialogue on structural reforms requires close and sustained engagement and supervision throughout Development Policy Financing (DPF) implementation; reform momentum tends to decline ahead of elections, making it important to frontload difficult, high-impact measures; continuity of reforms across pillars should be supported with complementary instruments such as technical assistance and investment lending to sustain implementation; and up-to-date core diagnostics and a careful assessment of political-economy dynamics are critical to design and sequencing, particularly for sensitive reforms like introducing proxy means testing (PMT) for social protection targeting. Recommendations include prioritizing early adoption of politically and technically challenging reforms, explicitly integrating fiscal sustainability as a core program objective in future operations, and fully operationalizing the Single Social Registry (SSR) by approving national policy guidelines for a digital and dynamic registry, developing a nationwide rollout plan, investing in institutional capacity at national and decentralized levels for data management and grievance redress, and establishing interoperability with relevant databases for validation and dynamic updates. Further recommendations are to accelerate implementation of credit information and secured transactions frameworks to expand finance to micro, small, and medium-sized enterprises (MSME) by completing the collateral registry and standardizing MSME data tracking; strengthen energy reforms by removing constraints to rooftop solar adoption, advancing smart grid investments, and aligning off-grid programs with clear financing and technical standards; and maintain coordinated engagement with development partners to reinforce macro-fiscal analysis, monitoring, and reform traction across social protection, private sector development, and low-carbon energy transition.
