Republic of Congo - Strengthening Urban Resilience Project

Overview & Synopsis

The development objective of the Strengthening Urban Resilience Project for Republic of Congo is to reduce erosion and flood risks and improve access to climate-resilient and sustainable infrastructure and services in selected areas in Brazzaville and Pointe-Noire. The project comprises of four components. The first component, strengthening urban resilience and access to infrastructure and services consists of following sub-components: (i) investments for increasing erosion and flood resilience; (ii) infrastructure upgrading and improved access to urban services in vulnerable neighborhoods; and (iii) support to community engagement and development and resettlement management. The second component, policy support, institutional strengthening and capacity building aims to support policies, action-oriented plans, and operational tools, and to enhance capacities and institutions, at both central and local levels, to address persistent issues affecting urban development. It consists of following sub-components: (i) support to urban policy, programming and planning for resilient and sustainable development; and (ii) strengthening of institutions and capacities for sustainable and resilient urban management. The third component, project management and coordination will finance the costs associated with project coordination, implementation, supervision, financial management (FM), audits, communication and outreach, procurement, project monitoring and evaluation (M&E), and environmental and social (E&S) management (including supervision of the environmental and social commitment plan (ESCP) and E&S instruments). The fourth component, contingent emergency response component (CERC) will allow for rapid reallocation of uncommitted loan funds in the event of an eligible emergency.
