Chad - Micro, Small, and Medium Enterprises Development and Access to Finance Project

Overview & Synopsis

The objective of the Micro, Small, and Medium Enterprises Development and Access to Finance Project for Chad is to promote growth and access to finance for micro, small and medium enterprises. The project will build and/or strengthen some essential institutions for private and financial sector development that are either weak or missing and that play an important role in other countries in West Africa and beyond. The first component will improve the business-enabling environment by making it easier to start and operate a business, secure commercial justice, and obtain current and relevant information about domestic policies and regulations. The second component will render public support for MSME development more effectively through the establishment of a new BDC that will deliver a program of technical assistance to strengthen MSME performance. The third component will promote financial inclusion and access to finance for MSMEs, including for the priority value chains and sectors, by improving capacity for supervision of the microfinance industry and reducing the risk of commercial bank and MFIs lending to SMEs through a partial credit guarantee mechanism. These complementary activities address some key constraints to private sector development, trade, and investment and, by extension, job creation.
