Argentina - Supporting Effective Universal Health Coverage in Argentina Project
Overview & Synopsis
Ratings of Supporting Effective Universal Health Coverage in Argentina Project were as follows: outcome was satisfactory, Bank performance was highly satisfactory, and monitoring and evaluation quality was high. Some of the lessons learned include: A well-designed system of RB financial incentives can effectively align priorities and foster cooperation in a federal, decentralized health system; external verification mechanisms enhance the credibility of reported results, reinforcing trust among stakeholders and supporting the integrity of the incentive structure; the continued functioning and institutionalization of the Nacer/SUMAR model - despite these adverse conditions and political transitions attests to its robustness and relevance within Argentinaโs health system; Persistent delays in the transfer of capitation payments from the national government to the provinces led to significant losses in purchasing power due to inflation and currency devaluation; the need for a comprehensive strategy to ensure continuity of preventative care during health emergencies to avoid long-term negative health outcomes while still responding effectively to crises; Although direct impacts on equity are difficult to measure, the approach of allocating additional funding to provinces with the worse health outcomes appears to support more balanced resource distribution; and A successful transition from externally supported programs to full institutionalization requires safeguarding critical ICT infrastructure, retaining specialized expertise, and ensuring sustained national and provincial investment.
