From Local Action to Lasting Systems : The Case for LLCA
Overview & Synopsis
This synthesis note introduces the Locally Led Climate Action (LLCA) Case Study Series, part of the World Bank’s Adaptation and Resilience Country Case Studies collection. Drawing from diverse country case studies, the series highlights how LLCA strengthens local institutions and delivers “double dividends” for climate and development. Grounded in subsidiarity, participation, and climate-informed planning, LLCA demonstrates how devolved climate finance and inclusive governance can build resilience at scale. The evidence shows that locally anchored and nationally owned systems can outlast project cycles, ensuring that climate action reaches vulnerable communities and supports lasting, system-wide transformation.
