Rwanda - Revenue Improvement and Spending Efficiency Program-for-Results Operation
Overview & Synopsis
The development objective of the Revenue Improvement and Spending Efficiency Program-for-Results Operation for Rwanda is to enhance domestic revenue collection and improve the efficiency, transparency, and job creation potential of public spending. The Program is built on three result areas (RAs): (a) RA 1: Domestic revenue mobilization. This RA will incentivize efforts to enhance domestic revenue mobilization; (b) RA 2: Efficient and transparent public spending at the national level. This RA will incentivize efforts to ensure that more major and medium-sized public investment projects are completed on time and on budget; capital assets are registered and maintained properly post-completion; procurement processes are completed in a timely manner; and State-Owned Company (SOCs), especially high-risk ones that receive substantial support from the government, operate within a transparent and performance-driven culture; and (c) RA 3: Efficient and transparent public spending at the subnational level. The objective of this RA is to ensure that district governments develop the institutional capacity.
