Uganda - Second Kampala Institutional and Infrastructure Development Project : World Bank Accountability Mechanism Dispute Resolution Service
Overview & Synopsis
On June 17, 2021, the Inspection Panel received a Request for Inspection regarding the Second Kampala Institutional and Infrastructure Development Project (KIIDP-2, also known as the Project) in Uganda. The Request was submitted by Witness Radio, a Uganda-based non-profit and advocacy organization, on behalf of community members living in the vicinity of the Project in Kawaala Zone II, Lubaga Division of Kampala. Shortly after the Request was submitted, the Panel received an additional seven signatures in support of it from Local Council (LC) leaders within the project area. The Requesters asked for their identities to be kept confidential and authorized Witness Radio and Accountability Counsel, a legal non-profit organization that supports communities around the world in protecting their human rights and environment, to represent them. The Request raised several concerns regarding works undertaken on the Lubigi Channel that were financed under KIIDP-2. Specifically, it raised concerns about forced evictions and issues related to the Project’s resettlement process. These included allegations that affected communities were excluded from the Project’s 2017 Resolution Action Plan (RAP) and were rushed through an inadequate and coercive resettlement process under a Supplementary RAP. The Requesters also raised concerns regarding the cumulative impacts of interventions within the KIIDP-2 area.
