Overview & Synopsis

The development objectives of First Reform for Inclusive and sustainable Growth Development Policy Financing (DPF) Program for Mauritania are the following: (i) strengthening property tax collection and the regulatory framework for private investment, (ii) building human capital and skills for jobs, and (iii) accelerating inclusive access to affordable and sustainable energy services. The DPF series supports Mauritania’s development ambition highlighted in the 2016-2030 SCAPP and its climate commitments. This strategy is built around three pillars: (i) structural transformation to accelerate the diversification of the economy; (ii) promoting human capital development; and (iii) strengthening governance in all its dimensions. The DPF program demonstrates alignment with the upcoming CPF covering FY2026-FY2030 by supporting several of its key outcomes. It is aligned with the WBG’s Maximizing Finance for Development (MFD) approach, and private investment generated through the project is categorized as Private Capital Enabling (PCE). This operation aligns with the mitigation and adaptation and resilience goals of the Paris Agreement. The DPF reform program adheres to the country's climate commitments as outlined in the NDC, based on the World Bank’s Sahel Climate Change Development Report (CCDR-2022).
