Overview & Synopsis

The development objectives of Program for Results (PforR) to Scale up Multipurpose Cadaster Implementation in Colombia Project are to improve the effectiveness of the National Cadaster Management System and to increase the geographic coverage of the Multipurpose Cadaster. The PforR contributes to scaling up the implementation of the Multipurpose Cadaster to fulfill the goals of both the Peace Agreement and the Colombia Strategic Cadaster Plan 2022–2031, and supports the current administration's target to increase cadastral coverage to 70 percent of the country's total area. The Program focuses on the scalability and effectiveness of the Multipurpose Cadaster, with IGAC as the implementing entity. It supports training, a participatory approach, and the collection and updating of cartographic, geodetic, and agrological information necessary for the massive deployment of cadaster activities. The Program supports a subset of the broader government program, focusing on two results areas: Results Area 1 - Improving the effectiveness of the National Cadaster Management System; and Results Area 2 - Increasing the geographic coverage of the multipurpose cadaster. The PforR excludes activities linked to land acquisition and state land recovery, due to associated social risks. Instead, it focuses on expanding cadastral coverage, improving access to cadastral information, and promoting the use of cadastral data for urban and territorial planning, property taxation, and disaster risk management.
