Overview & Synopsis

The objective of the Haryana Clean Air Project for Sustainable Development Operation Program is to strengthen air quality management and reduce emissions from Priority Sectors in Haryana. While experiencing severe challenges with air quality, India is currently at a critical juncture to act in stabilizing air pollution. Haryana is among the states most severely affected by poor air quality, particularly in the National Capital Region (NCR) encompassing half of Haryana’s land area. Air pollution is one of Haryana’s the most significant environmental and public health challenges today, with impacts on the productivity and welfare of its population. The Haryana Clean Air Project for Sustainable Development Operation (HCAPSD) is a Program for Results (PforR) and Investment Project Financing (IPF) hybrid operation that will support the goals of the Government of Haryana (GoH) and the National Clean Air Program in reducing air pollution. The operation supports investments in strengthening air quality management (AQM) planning, multisector integration, and air quality improvement investments in the transport, agriculture, and industries sectors and from construction and road dust. The operation will build capacity for better air quality management, data driven decision-making and reduce particulate matter (PM) and greenhouse gas (GHG) emissions. The operation is also part of the World Bank’s Regional Air Quality Management (AQM) Program in the Indo-Gangetic Plains and Himalayan Foothills (IGP-HF) region, which focuses on coordinated regional actions for efficient and cost-effective reduction of air pollution in this region.
