Overview & Synopsis
Ratings of Health System Performance Strengthening Project for Angola were as follows: outcome was satisfactory, Bank performance was moderately satisfactory, and monitoring and evaluation quality was substantial. Some of the lessons learned include: improvements in service quality can drive higher utilization, particularly among maternal and adolescent populations, thereby creating a critical entry point for improving health outcomes; management challenges experienced highlights the importance of leadership continuity, robust transition planning, proactive communication, and adaptive management in maintaining project performance during periods of organizational transition; design of the RBF pilot included a preparatory phase to be developed during the first year of implementation, that was detailed and extensive, perhaps reflecting the need for a more transitional introduction to an innovative financing approach to the sector; capacity building of health personnel engaged in implementation is a cornerstone for achieving successful outcome; health system strengthening activities carried out under the framework of pandemic preparedness significantly enhanced Angolaβs readiness for future health crises; an additional key lesson from project implementation is the importance of leveraging gains in health information and data systems to strengthen future learning and project operations; and one further lesson arose from the increase in project management funding that took place during the second restructuring which allowed further strengthening of the institutional capacity required for effective oversight and coordination.
