Overview & Synopsis

Advancing Learning, Entrepreneurship, and Markets for Artificial Intelligence for Kazakhstan has the development objective to enable the creation, commercialization, and scale-up of technology startups for productivity-driven growth in Kazakhstan. Component 1: Skills development, creation and adoption of next-generation technologies in Artificial Intelligence (AI) and Industry 4.0 strengthens human capital, shared digital and physical infrastructure, and applied innovation through three Sub-components. Sub-component 1.1 Skills development delivers a scalable Digital Skills Program for school-age learners that blends self-paced online instruction with on-site coaching in programming, robotics, animation, and foundational AI, and a Project-based AI Skills Program for university students and adult learners that provides industry-aligned modular training, expert-led bootcamps, mentorship, and capstone projects linked to employer needs. Sub-component 1.2 Computing capacity for technology development expands access to high-performance graphics processing unit (GPU) resources for localized AI model development and applied research and introduces a competitive GPU voucher scheme that offers early-stage startups time-bound compute access to build and test prototypes and services. Sub-component 1.3 Industry 4.0: Development of Robotics Lab equips an industrial-grade robotics laboratory and fabrication facilities, delivers structured training for engineers and trainers, and supports pilot projects with firms to prototype, test, and validate automation solutions. Component 2: Startup support programs accelerates pipeline quality and mobilizes risk capital through two Sub-components. Sub-component 2.1 Pre-seed and seed pipeline development and global acceleration support offers domestic ideation and validation cohorts with mentoring and demo days, facilitates participation in selective international accelerators, and establishes foreign hubs that provide workspace, legal support, investor connectivity, and market intelligence to enable entry into global markets. Sub-component 2.2 Mobilizing private venture capital deploys a Fund of Funds (FoF) managed by Alem Capital Management that invests as a minority limited partner in private venture capital funds to address the Series A financing gap, crowd in private capital, and strengthen governance and professional standards, in coordination with the International Finance Corporation (IFC) under a One World Bank Group approach. Component 3: Monitoring and Evaluation and project management enhances evidence-based policy and implementation support through two Sub-components. Sub-component 3.1 Strengthening the monitoring and evaluation system establishes an AI-enabled platform that automates data collection and analytics across research and innovation programs, provides real-time dashboards and diagnostics to ministries, maps linkages among universities, laboratories, and firms, and supports feedback loops to inform program design and course corrections. Sub-component 3.2 Project management sets up a Project Implementation Unit to oversee fiduciary functions, environmental and social risk management, communications, and expert recruitment for effective delivery across components.
