Overview & Synopsis

The development objective of Second Phase of Bangsamoro Camps Transformation Project for Philippines is to improve access to basic social and economic services in target communities. This project has three components. The first component, Community Development Investments, aims to finance small-scale community investments in the Camps that increase access to social and economic services based on community participation in the identification of gaps and priorities. The second component, Capacity Sharing and Institutional Strengthening, seeks to strengthen institutions at the community, camp, municipal, and BARMM level through capacity sharing on CDD processes, stakeholder convening, and environment and social risk management. The third component, Project Management and Monitoring, supports overall management, coordination, and monitoring of the project to ensure effective implementation and to achieve the desired outcomes. This project will contribute to multiple objectives and outcomes of the Country Partnership Framework for 2025-2031 through its dedicated focus on tackling development disparities in a historically marginalized region and overcoming its fragility through investment in strengthening the public sector in BARMM. Specifically, the project will contribute to CPF Pillar Outcome 1 (Improved Access to Quality Health and Education) through its support for addressing disparities in health and education services in BARMM, CPF Pillar Outcome 3 (Stronger Socioeconomic Resilience) through its support for strengthening the socioeconomic and climate resilience of communities in BARMM, and the CPF Cross-Cutting Solution (Strengthening the Public Sector) through its support for strengthening the capacity of BARMM ministries and municipalities to–2028, which highlights the importance of the successful implementation of the MILF-GPH peace agreement as a key driver of socioeconomic development in the BARMM and the country. This project is also aligned with the Bangsamoro Development Plan (BDP) for 2023–2028, which identifies inclusion, equity, and justice as cross-cutting themes. The project will also contribute to the implementation of the peace agreement through its support for the normalization annex.
