India - Assam Governance and Service Delivery Program
Overview & Synopsis
The development objective of Assam Governance and Service Delivery Program for India is to strengthen public financial management, delivery of select administrative services and data ecosystem in Assam. The GoA emphasizes inclusivity, sustainability and technology-driven innovation as the key pillars contributing to its vision for transparent, outcome-oriented, and citizen-centric governance. The Government program is grounded in its vision embodied in the above-mentioned documents and envisions Assam as a frontline State with enhanced fiscal resilience, an integrated user-centric data ecosystem and proactive service delivery that effectively responds to citizen needs. The Government program is estimated at US$200 million over the period FY2025-31. It is expected to be financed through a mix of grants from the central government, OSR, as well as multilateral funding. The PforR Program (P) supports a subset of the initiatives identified in the Government program (p), except for certain exclusions financed through other on-going/upcoming GoA interventions. This program works around three results area: RA-1: Deepening Public Finance Capabilities; RA-2: Improving delivery of services to citizens and businesses; and RA-3: Strengthening State Data Ecosystem for Informed Decision Making.
