Democratic Republic of Congo - Eastern Recovery Project
Overview & Synopsis
Ratings of the DRC Eastern Recovery Project for Democratic Republic of Congo were as follows: Outcome was satisfactory, Bank performance was satisfactory, M&E quality was substantial. Lessons learned include that adaptive management is essential in fragility, conflict, and violence contexts, enabling timely pivots through additional financing, restructurings, and contingency components to maintain relevance and impact amid crises; that strategic institutional anchoring within core government structures is critical to balance rapid execution with policy dialogue and system building, while transitions between implementing agencies require robust planning, documentation, and capacity support to minimize disruption; and that decentralized project implementation capacity at provincial level shortens decision loops, strengthens daily accompaniment of community structures, and sustains momentum in challenging geographies. It is also clear that an early pivot from community-driven development toward adaptive safety nets is necessary when shocks intensify, while retaining local governance functions to preserve cohesion; that Community Liaison and Development Committees (CLDs) are central to inclusion and social cohesion in displacement settings when they explicitly integrate refugees and hosts and use equitable representation and joint decision-making; and that remote, geo-enabled monitoring through tools aligned to the geo-enabling initiative for monitoring and supervision and a strong Management Information System enhances oversight, data quality, and course correction when field access is curtailed. Recommendations are to build integrated, inclusive, and system-aligned social safety nets for displaced and host populations with harmonized targeting, digital payments, accessible grievance redress mechanisms, and interoperable registries; to predefine triggers for rapid scale-up of cash responses while maintaining community platforms; to fund subnational capacity for implementation and monitoring; to codify coordination protocols with humanitarian and government actors; and to embed adaptive mechanisms that allow targeting and payment adjustments during shocks.
