Overview & Synopsis

Ratings of the Enhancing Policies for Human Capital Accumulation for Guyana were as follows: overall outcome was satisfactory; relevance of prior actions was satisfactory; achievement of objectives (efficacy) was satisfactory; Bank performance was satisfactory. Lessons learned include the need to design programs that depend on actions by other agencies, such as internet expansion, when implementing an education management information system (EMIS), and to assess access through alternative methods where real-time connectivity is not feasible; the political economy of textbook procurement is complex and requires early, proactive stakeholder engagement and technical assistance to overcome inertia and align curriculum, examination needs, and publishing market realities; standalone development policy financing (DPF) operations should set cautious targets because new policies do not guarantee immediate impacts, as seen in female participation in technical and vocational education and training (TVET) and the application of technical standards under the School Facilities Policy, so target setting must account for timing of effects, institutional capacity, and data availability; and strong complementary investment project financing (IPF) and robust sectoral dialogue substantially enhance the success of policy reforms by providing timely technical support tailored to country context. Recommendations are to continue support under ongoing operations, notably the Guyana Strengthening Human Capital through Education Project, and to design potential new operations that build on the reforms promoted under this operation and focus on high-quality implementation, including coordination with connectivity agencies for EMIS rollout, sustained stakeholder engagement in textbook reforms, realistic and data-informed target setting in areas with deep social and institutional barriers, and continued technical support to consolidate TVET and school infrastructure standards.
