Ratings of the Third Phase Disaster Vulnerability Reduction APL for Dominica for Dominica were as follows: Outcome was satisfactory; Bank Performance was moderately satisfactory; Monitoring and Evaluation Quality was modest. Lessons and recommendations are as follows. First, integrate resilient infrastructure with robust hazard, risk, and geospatial information systems to ensure evidence-based, climate-informed design, maintenance, and emergency response, and embed adaptive management features such as flexible financing and the ability to reprioritize high-risk interventions; the Contingent Emergency Response Component (CERC) should be designed and maintained to enable rapid, responsive action. Second, align project scope with institutional capacity and ensure continuity of skilled staffing and clear institutional ownership for multi-sector, technically complex operations; invest early in capacity building, define roles and coordination mechanisms across agencies, and maintain sector expertise through design changes to protect institutional memory and implementation efficiency. Third, strengthen contract management, construction supervision, and Monitoring and Evaluation (M&E) to safeguard quality and fiduciary discipline by establishing clear operational procedures, transparent selection and early enforcement of supervision arrangements, robust documentation and reporting protocols, and dedicated M&E staffing capable of proactive analysis to flag emerging risks and inform timely corrective action. Fourth, keep CERC activities within sectors that have established implementation capacity and operational protocols; when expanding emergency response into new sectors, develop the required systems, coordination mechanisms, and institutional readiness in advance to avoid delays and ensure effective delivery.
