Mozambique - Completion and Learning Review Validation for the Country Partnership Framework for the Period of FY23-FY27

Overview & Synopsis

The validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the FY23–27 Country Partnership Framework (CPF), which was shortened at the request of the Government of Mozambique to allow preparation of a new CPF aligned with updated national priorities. The CPF was well aligned with Mozambique’s 2020–2024 Five-Year Development Plan and responded to key constraints identified in the Systematic Country Diagnostic (SCD) and Risk and Resilience Assessment (RRA). It supported the WBG’s twin goals of reducing poverty and boosting shared prosperity on a livable planet, while addressing corporate priorities related to gender, climate change, fragility, human capital, and jobs across three High Level Outcomes (HLOs). Gender was primarily addressed under HLO 3, with several projects incorporating gender assessments or components; climate change was integrated under HLOs 1 and 2; jobs were emphasized under HLO 2; human capital was supported under HLO 3; and fragility considerations were incorporated to varying degrees across all three HLOs.
