Guinea-Bissau - Rural Transport Project
Overview & Synopsis
Ratings for the Rural Transport Project for Guinea-Bissau were as follows: outcome and Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: two years after rural roads were completed, delays on main road works and a community-requested design change led to continuous reloading near project end to ensure access and demonstrate sustainability, enhancing resilience in rainy seasons and durability of the rehabilitated network. Misalignment between rehabilitation works and maintenance timelines compounded the issue, as seen in other rural projects. For future operations, piloting small-scale maintenance contracts on selected sections, paired with continued sector engagement, can help secure funding in a constrained fiscal context and strengthen institutional ownership. The project’s design effectively resolved grievances and built public awareness. The grievance mechanism (GRM) was critical in helping the Project Implementation Unit (PIU) raise awareness and monitor gender-based violence (GBV) in the area of influence. Future projects should emphasize early engagement with qualified bidders. Options like larger mobilization advances can improve market attractiveness. With Bank activities resuming in the transport sector after nearly 20 years, a simple, straightforward design was fundamental to performance.
