Overview & Synopsis

Ratings of the Strengthening Climate Resilience in Mali Project for Mali were as follows: outcome was moderately satisfactory; Bank performance was moderately satisfactory; M&E quality was modest. Key lessons and recommendations are as follows. First, streamline co-financing arrangements to avoid start-up delays by harmonizing reporting requirements across partners, establishing unified safeguard and gender reporting frameworks, simplifying procedures, and selecting clear, realistic outcome indicators; harmonized templates between the Green Climate Fund (GCF) and the International Development Association (IDA) would reduce administrative burden and improve efficiency. Second, for complex, end-to-end hydrometeorological value chains, prioritize strong coordination and phased sequencing over parallel delivery; complement administrative coordination with dedicated technical support spanning planning, procurement, implementation, and operations, drawing on specialized partners such as the World Meteorological Organization (WMO) where feasible, and maintain a technical mechanism to ensure consistency through delivery and monitoring. Third, in fragile, agriculture-dependent contexts, integrate hydrometeorological services into broader sectoral operations—such as agriculture or community development—to strengthen last-mile uptake, sustainability, and institutional reform; standalone hydrometeorological projects are more suitable where systems are already mature. Fourth, balance investments in institutions and infrastructure with active community engagement by pairing facilities, equipment, and systems with locally led preparedness, communication, and inclusion efforts; ensure community-facing actions are resourced alongside institutional upgrades, and integrate gender considerations throughout. Fifth, for operations in fragility, conflict, and violence (FCV) settings, couple strong partnerships with upfront implementation realism and lifecycle planning: build procurement readiness at design (including early market sounding, performance-based specifications, and vendor monitoring), embed operations and maintenance (O&M) and aligned training from the outset, and employ simple, consistent monitoring and evaluation (M&E) frameworks with feedback loops to iteratively refine products, bulletin timing, and training to what works in constrained environments.
