Cameroon - Inclusive and Resilient Cities Development Project
Overview & Synopsis
Ratings of the Cameroon: Inclusive and Resilient Cities Development Project for Cameroon were as follows: outcome was moderately satisfactory; Bank performance was moderately satisfactory; M&E quality was modest. Lessons and recommendations are as follows: prioritize timely and flexible Resettlement Action Plans (RAPs) execution and compensation by leveraging direct negotiations with Project Affected Persons (PAPs), setting realistic RAP schedules, securing clear financing arrangements including, if needed, Bank proceeds for compensation, and adopting milestone-based negotiated protocols for site access; align project scope, sequencing, and pace with multi-city implementation capacity by adopting simpler, phased designs that match city absorptive capacity, prioritizing high-impact demand-driven technical assistance, enabling flexible, risk-based sequencing so neighborhood upgrading can proceed in parallel with trunk works where feasible, and strengthening fit-for-purpose Monitoring and Evaluation to support adaptive management; use City Contracts and Priority Maintenance Programs (PMP) to anchor sustainability by clarifying municipal roles, setting measurable annual targets, ensuring regular public reporting, keeping agreements simple with tailored capacity building, linking timely financial transfers to PMP achievements, and improving transparency through proper monitoring of works contracts and achievable targets; ensure dedicated and predictable Operations and Maintenance (O&M) financing and institutionalization by integrating costed multi-year O&M plans and life-cycle costing at design, earmarking maintenance allocations with disbursements linked to verified execution, strengthening own-source revenues for recurrent costs, deploying performance-based maintenance contracts, and operationalizing simple asset registers with Key Performance Indicators (KPIs) and public reporting to protect post-construction service levels; strengthen donor coordination from the outset with structured mechanisms to maximize complementarities, align technical standards, and provide coherent support to government counterparts, particularly in fragile and rapidly urbanizing contexts.
