Overview & Synopsis

This is the Annual Progress Report of the South Sudan Multi-Donor Transition Trust Fund (MDTTF) for the period January to December 2025. The year 2025 marked another period of significant macroeconomic strain for South Sudan, as continued governance challenges, prolonged disruptions in oil revenues, sustained climate shocks, and persistent fragility placed increasing pressure on institutions and on already limited fiscal space. At the same time, global development financing tightened substantially, and several partners rebalanced or reduced their allocations to South Sudan during 2025. These shifts underscored the importance of a platform like the MDTTF, which has served as a flexible mechanism for continued engagement and targeted analytical and advisory support at a time when resources are increasingly constrained and needs remain substantial. Throughout 2025, the MDTTF continued to support engagement with government counterparts and support incremental institutional strengthening and preservation of reform space across both its capacity-building and enabling-environment pillars. In 2025, the MDTTF supported a range of activities aimed at strengthening public institutions and improving the broader policy environment in South Sudan with efforts focused on public financial management and procurement reforms, macroeconomic management, environmental and social risk management, water security and climate resilience.
