Sustainable Responses : How GCFF is Transforming Refugee Hosting into a Development Opportunity - Annual Report 2025
Overview & Synopsis
This Annual Report highlights the progress, impact, and achievements of the Global Concessional Financing Facility (GCFF) and its supported projects, with a focus on GCFF-funded operations in Armenia, Colombia, Ecuador, Jordan, Lebanon, and Moldova. The GCFF was established in 2016 by the United Nations, the Islamic Development Bank, and the World Bank to address a key gap in concessional financing for Middle-Income Countries (MICs) hosting large refugee populations. The GCFF provides donor-funded grants that reduce the cost of multilateral development bank (MDB) loans, enabling countries to access financing on concessional terms while integrating refugees into national development programs. It also serves as a platform for coordination among host countries, donors, MDBs, and UNHCR. Since its establishment, the GCFF has expanded to seven Benefiting Countries across three regions. As of December 2025, it has provided $1,0552 million in grants, unlocking $8.5 billion in concessional financing for 44 projects supporting refugees and host communities.
