Zimbabwe - Information Communication Technology Strategy in Primary and Secondary Education : 2025-2030
Overview & Synopsis
This document presents Zimbabwe’s ICT in Education Strategy developed by the Ministry of Primary and Secondary Education (MoPSE) to transform teaching and learning through technology and prepare the sector for rapid advances, including Artificial Intelligence and Generative AI. It addresses persistent access constraints, such as textbook shortages and uneven digital connectivity, by promoting blended learning and systematic ICT integration across schools and education offices. Although about 40 percent of schools currently have some ICT infrastructure, significant gaps remain, particularly in under-resourced areas. The strategy is structured around five action domains, Technical Infrastructure, Digital Resources, Capacity-Building, Sustainability, and Innovation, Research and Development, supported by four cross-cutting enablers: Leadership and Management, Risk Management, Resource Mobilization, and Monitoring and Evaluation. Aligned with the National Development Strategy 1 and 2 (2021–2030) and the Education Sector Strategic Plan (2021–2025), the approach emphasizes coordinated government and partner investment to expand access, build educator and learner competencies, and ensure long-term sustainability. The intended outcome is an equitable, future-ready education system where technology serves as both a pedagogical tool and a driver of socio-economic development.
