Overview & Synopsis

The ID4D Geospatial Data Collection Manual, a core element of the ID4D Geospatial Toolkit, guides identification and civil registration authorities and partners in systematically gathering and using geospatial and facility level data on service access points. The manual explains why geospatial data matter given persistent barriers to accessing identification and civil registration services, and equips practitioners to capture both precise locations, including GPS coordinates and administrative addresses, and operational characteristics such as services offered, operating hours, accessibility features, infrastructure, electrification, internet connectivity, and staffing. This enables evidence-based planning to identify underserved areas, inform mobile outreach and new facility placement, assess readiness for digital systems, and prioritize investments for more inclusive and customer centric service delivery. The manual introduces the ID4D Data Collection Form in Kobo Toolbox, a free, Open Data Kit compliant, modular questionnaire, and provides step by step guidance for its customization and deployment, covering the end-to-end process from form installation and user role configuration through pilot testing, full scale data collection, and analysis and visualization of results. An appendix includes a sample term of reference document for contracting fieldwork. In sum, the manual operationalizes the toolkit's overarching goal of helping countries precisely locate and assess identification and civil registration centers and use that information to reduce distance and other barriers, especially for women, persons with disabilities, and other marginalized groups, toward stronger, more inclusive, and resilient identification and civil registration ecosystems.
