Comoros - Comprehensive Approach to Health System Strengthening Project : Second Additional Financing
Overview & Synopsis
The development objective of the Comprehensive Approach to Health System Strengthening (COMPASS) Project for Comoros is to: (i) improve utilization of quality primary healthcare (PHC), (ii) strengthen capacity of institutions which are critical to quality PHC, and (iii) provide immediate and effective response to an eligible crisis or emergency. This second additional financing (AF2) will provide critical financing to ensure the timely operationalization of the El Maarouf University Hospital Center, a strategic investment positioned at the apex of the Comorian health system. With the hospitalโs construction entering its final phase, a significant and time-sensitive funding gap has emerged that jeopardizes its opening. The AF2 is designed to seamlessly bridge this gap and bring the hospital to full operational readiness. The AF2 will complement the activities initiated under the COVID-19 vaccine project and the COMPASS parent and first AF project. The changes under the AF2 are as follows: (i) the AF2 will be integrated into the project by introducing targeted modifications to its components, building upon the restructuring approved in September 2025. The total project cost will increase from US$35.00 million to US$44.50 million, reflecting additional US$9.5 million in AF2.
