Samoa - Pacific Region Preparedness, Adaptation and Resilience - Samoa Project
Overview & Synopsis
Pacific Region Preparedness, Adaptation and Resilience - Samoa Project for Samoa has the development objectives to strengthen disaster preparedness and increase resilience to climate and disaster risks, and, in case of an eligible crisis or emergency, respond promptly and effectively to it. Component 1: Hazard Monitoring and Early Warning Systems will strengthen the “upstream” end of Multi-Hazard Early Warning Systems (MHEWS) through decision support, instrumentation, and capacity, including integration with the World Meteorological Organization (WMO) Global Basic Observing Network (GBON) and the Systematic Observations Financing Facility (SOFF). Sub-component 1.1: Early warning delivery systems will develop inclusive, impact-based warning services and products, improve global and regional data sharing and interoperability, design multi-hazard decision support systems, and update hazard modeling and mapping. Sub-component 1.2: Monitoring and communication equipment will upgrade information communications technology, hydrometeorological and geophysical monitoring networks such as automated weather stations, river and rain gauges, tide and Global Positioning System stations, volcano and seismic stations, high performance computers, and provide spare parts and training. Sub-component 1.3: Institutional strengthening and capacity building will deliver technical assessments, community and stakeholder consultations, staff training in meteorology, seismology, hydrology and communications, technical assistance for systems coordination, and updated policies and Standard Operating Procedures (SOPs). Component 2: Emergency Preparedness and Response (EP&R) will enhance national and community-level readiness and response. Sub-component 2.1: Emergency management infrastructure will design and construct climate-resilient national facilities including a meteorological facility and satellite office, a Seismic Operations Center (SOC), and multifunctional fire, ambulance, and emergency response services facilities. Sub-component 2.2: Emergency management capacity will provide emergency response equipment and relief supplies, business continuity planning, training and drills, and SOPs for emergency operations and regional coordination. Sub-component 2.3: Dissemination, education, and outreach will pilot cell broadcasting for alerts, develop a digital disaster and incident management information system, install and integrate emergency sirens with supporting equipment and training, and implement community awareness programs for diverse groups. Component 3: Resilient Infrastructure will reduce exposure and vulnerability in select urban areas by combining township planning and policy with resilient public investments. Sub-component 3.1: Planning and institutional strengthening will prepare a Sālelologa township plan, a Sustainable Management Plan and a Strategic Environmental and Social Assessment, improve building code implementation, update planning legislation and development control policies, advance land use data management, and establish a street addressing system. Sub-component 3.2: Resilient public facilities investments will deliver pilot waterfront upgrades with small-scale coastal protection and community spaces, urban streetscape and drainage improvements, access roads to basic services, retrofitting and construction of critical government buildings with emergency functions, and multifunctional public spaces, all to defined resilience, accessibility, and sustainability standards. Component 4: Project Management will support environmental and social management, procurement, financial management, monitoring and evaluation, reporting, and capacity building for effective implementation. Component 5: Contingent Emergency Response Component (CERC) will provide a mechanism for rapid financing of eligible emergency response, recovery, and reconstruction activities following an eligible disaster event.
