CPIA Africa - Assessing Africa's Policies and Institutions : Maintaining Reform Momentum with Less Money
Overview & Synopsis
This report presents the findings of the 2025 Country Policy and Institutional Assessment (CPIA) for Sub-Saharan Africa. Despite tighter financing conditions, declining development assistance, and elevated debt burdens, reform momentum continued across the region. Countries strengthened macroeconomic management, revenue mobilization, debt transparency, public financial management, and social protection. Yet persistent weaknesses in governance, rule of law, accountability, and the business environment continue to constrain development. With fiscal space increasingly limited, sustaining reform momentum will require stronger institutions, more efficient public spending, greater private sector participation, and practical reforms that support growth, improve service delivery, and strengthen resilience across the region.
