Overview & Synopsis

The objective of the Gas Leak Repair Facility Project for Uzbekistan is to enhance the operational efficiency of the state-owned gas transmission system by reducing gas losses and improving capacity of its operator to manage emissions. There are three components to the project, the first component being repair of gas leaks. Repair of legacy gas infrastructure according to the original design specifications, including replacement of small parts that are beyond repair. Notably, Project funds will not be used to construct new gas transmission facilities, nor will they be used to significantly increase the capacity of existing facilities. The work will be confined within the fence of facilities operated by UTG. Notably, this implies that Project funds will not be used to carry out work on third-party land. The second component is the capacity building of UTG to monitor and report gas losses and emissions reduction. Capacity building of UTG to carry out detection, measurement, monitoring, reporting, and verification (MRV) of methane emissions in line with international standards and best practices in the oil and gas industry, in particular the Oil and Gas Methane Partnership (OGMP). Finally, the third component is the project and facility implementation support. Procurement of consultancy services and hiring of Project Implementation Unit (PIU) specialists by the Implementing Agency (UTG) to carry out project implementation tasks. This also pertains to consultancy services needed by MoEF and MoE, if any, to carry out oversight over the Project on behalf of the GoU. Notably, this includes screening proposed activities for eligibility and reviewing the estimated emission reduction potential of proposed activities to ensure that funds are allocated efficiently, in line with pre-agreed eligibility and prioritization criteria.
