Brazil’s Health Economic Industrial Complex : Policy Innovations to Align Public Health, Industrial Development, and Equity
Overview & Synopsis
The COVID-19 pandemic exposed critical vulnerabilities in global health systems, particularly the concentration of research and manufacturing capacity in high-income countries and the resulting inequities in access to medical countermeasures. These lessons informed Brazil’s revitalization of its Health Economic-Industrial Complex (HEIC) strategy—an integrated policy framework that aligns health, industrial, and innovation policies to strengthen the National Health System (Sistema Único de Saúde – SUS), promote technological autonomy, and support productive job creation. This paper reviews the historical evolution of the HEIC, its development through successive policy initiatives, and its recent enhancement under Brazil’s New Industrial Policy. Priorities of the renewed strategy include expanding local production of health goods, reducing reliance on international supply chains, addressing diseases that disproportionately affect vulnerable populations, and promoting national capacities for health innovations. Early outcomes include increased domestic vaccine production and innovative public-private partnerships for essential medicines. The paper discusses key implementation challenges, such as identifying market failures and establishing robust evaluation metrics, and offers recommendations for coordinated action and regional collaboration. Brazil’s experience with the HEIC and the promotion of science, technology, and innovation in health provide a model for other countries seeking to advance health equity, create more and better jobs and systems resilience through integrated policy approaches.
