Deliverable 3: Report with technical input and recommendations for the Strategy for the Civil Service, including on developing a comprehensive data governance framework for HRM in the public administration - Connected report on data governance for HRM
Overview & Synopsis
This analysis report aims to assess the current state of affairs and the development prospects of data governance within the NACS, based on the analysis, design, development and implementation documentation related to the main IT systems managed or coordinated by this institution (e-NACS, MigBook, NACS Portal, HRMIS, SENEOSP, Documenta), as well as on the existing technical interoperability framework. The purpose of the analysis is to identify the extent to which current data collection, management, sharing and securing practices support the strategic objectives of the NACS regarding civil service management, interinstitutional interoperability and data-driven decision-making, as well as to highlight structural gaps that limit the integrated use of data at the institutional level.
