Indonesia - Geothermal Resource Risk Mitigation Project : Gender Action Plan for Wapsalit Geothermal Project
Overview & Synopsis
The development objective of Geothermal Resource Risk Mitigation Project for Indonesia are to scale up investment in geothermal energy development and support the Borrower in its efforts to reduce greenhouse gas emissions in the country. PT Wapsalit Geothermal Power (PT WGP) has developed a Gender Action Plan (GAP) to embed gender equality and social inclusion into its geothermal exploration project in Wapsalit Village, Maluku, as a mandatory requirement under the World Bank-supported Indonesia Geothermal Resource Risk Mitigation (GREM) financing scheme. Informed by surveys, focus group discussions, and interviews that revealed significant disparities in employment, decision-making, and resource access, the GAP sets key targets including at least 30% female participation in project consultations and 15% of women in technical roles, alongside gender-sensitive workplace facilities and a comprehensive framework to prevent gender-based violence — encompassing mandatory codes of conduct, GBV training, and a survivor-centered grievance mechanism. Aligned with Indonesia's gender mainstreaming policies, UN SDG Goal 5, and World Bank standards, the plan will be continuously monitored to ensure project benefits are equitably distributed and contribute to sustainable regional development.
