Overview & Synopsis

Ratings of the Tonga: Pathway to Sustainable Oceans Project for the Kingdom of Tonga were as follows: outcome was satisfactory; Bank performance was satisfactory; M&E quality was modest. Phased investments aimed at long-term sector transformation require clear commitment to follow-on financing to achieve sustained impact; in small Pacific Island countries, bundling multi-country investments under programmatic approaches can help achieve sufficient scale and continuity to sustain sector reforms. Procurement constraints in small-state contexts can significantly delay implementation due to limited technical capacity, small markets, and low vendor interest; early establishment of a project management unit (PMU), clear delineation of roles with central procurement units, and embedded technical assistance are critical, while regional procurement coordination using preferred supplier arrangements and standardized technical specifications, supported by regional organizations, can reduce transaction costs and accelerate delivery. Cross-sectoral collaboration can increase impact, as demonstrated by successful joint land-based fisheries surveillance with the national police; future operations should institutionalize inter-agency coordination with the judiciary to strengthen prosecution of serious infractions, and with the Ministry of Trade, the Port Authority, and the Statistics Department to address industry constraints, improve economic accounting for coastal fisheries, and enhance policy coherence. Stronger economic and social analytics are needed to guide sector governance; given limited in-house economic and social expertise in sector ministries, future projects should invest early in building economic and social analytical capacity, including gender-disaggregated data systems, to support inclusive, evidence-based decision-making and more effective dialogue with private sector stakeholders.
