Incentivizing Transition of Census Towns to Statutory Towns for the 16th Central Finance Commission of India
Overview & Synopsis
This paper examines the governance and financing challenges facing India's Census Towns (CTs), which represent a significant yet underutilized opportunity for economic growth. Characterized by rapid urbanization and a shift towards non-farm employment, these emerging towns are poised to become economic engines, yet their transition from rural to urban governance structures is impeded by inadequate infrastructure, limited financial resources, and fragmented legal frameworks. Governed by Article 243Q of the Constitution, the existing policy framework grants States discretionary powers to define transitional areas, resulting in inconsistent approaches to urban classification and planning across the country. The paper argues that a multi-pronged approach involving Central, State, and local level actions is essential to incentivize and support the structured transition of Census Towns to Statutory Towns (STs). It proposes that the 16th Central Finance Commission (16th CFC) adopt a Performance Based Grant (PBG) model, linked to clearly defined criteria and disbursed through a challenge mechanism that rewards States demonstrating genuine commitment to this transition. The PBG model focuses on six key areas: enabling factors, capacity building, planning, notification, spatial infrastructure, and transition to statutory status. By recommending this structured incentive framework, the 16th CFC can play a pivotal role in accelerating sustainable urban development, strengthening local governance, and unlocking the economic potential of emerging towns across India.
