Overview & Synopsis

The development objective of the Second Education and Skills for Productive Jobs (ESPJ-II) Program for Tanzania is to increase the number of graduates with skills needed to access better and more inclusive jobs in priority sectors. The ESPJ-II Program for Results (PforR) adopts a four-step approach to address demand–supply gaps in Tanzania’s skills development system. First, the Program identifies priority growth sectors with current and projected workforce shortages, as outlined in National Skills Development Strategy (NSDS-II). Second, it defines the skills required along the occupational ladder within each sector, from basic workers to advanced technicians, informed by employer engagement and sector skills analysis. Third, it identifies appropriate entry points within the national qualifications framework and assesses the capacity of training providers to deliver skills at different levels. Finally, the Program strengthens institutional and service delivery capacity by aligning curricula with industry standards, expanding work-based learning, and reinforcing collaboration between training providers and employers.
